'Unlocks' are normally chunks of a game that have been already developed and have been 'locked', and can be 'unlocked' with a purchase. This commonly includes individual characters, maps, levels, weapons, armors, etc.
Examples
Apex Legends players will play against a large roster of 'Legends'. Only some of these Legends are free, and other 'Legends' must be unlocked by grinding or purchasing the in-game currency. Tomb Raider (2013) sells individual skills such as Agility Skill or Headshot Reticule.
