Essential improvements

Make 100% Completion Possible

Because of two unpatched bugs, no more than 99.96% completion can be attained in the vanilla game. One of the 221 water towers does not actually exist, and the final optional sidequest - no matter which one it happens to be - does not reward the usual 3 Weapon and 3 Vehicle parts.
Use Jusupov's 100% Completion and World Location Settings mods[3]
  1. Download the 100% Completion mod, as well as the prerequisite World Location Settings mod if you don't have it.
  2. Place x_Jusupov_100percent.arc and x_Jusupov_100percent.tab (from the 100% mod), as well as x_worldbin.arc and x_worldbin.tab (from the WLS mod) into <path-to-game>\archives_win32.
  3. Upon loading the game, the missing water tower should now be in the correct position in Panau (X:18111, Y:15326), and the six missing boxes should be near the tower's base.

Bullseye Rifle fix

This mod fixes a couple of annoying issues with the Bullseye Rifle (a DLC weapon), like using improper ammo type, lack of possibility to zoom with scope and more.
Installation
  1. Download the Bullseye Rifle Fix.
  2. Place pc_00.arc and pc_00.tab into <path-to-game>\DLC.

Borderless fullscreen windowed

Notes

On some systems, the borderless window is slightly higher than it is supposed to be, cutting off the top and revealing the taskbar.

Remove film grain

  2. Create dropzone folder into <path-to-game>.

AMD launch crash fix

AMD's graphics drivers codenamed Crimson are not compatible with Just Cause 2 Multiplayer.

Possible crash fix

Crashing issues observed with decals on some Nvidia cards.[10]
Use DXVK
  1. Download dxvk-"version number".tar.gz.
  2. Extract dxgi.dll d3d11.dll and d3d10core.dll to the game installation folder.

This should allow the "Decals" option to be enabled without crashes and overall makes the game less prone to crashing.

Bokeh filter and GPU water simulation effects will become unavailable.
Disable dual core optimizations for ASYNC10[11]
  1. Download Nvidia Profile Inspector.
  2. From the Profiles drop-down menu, select "Just Cause 2" profile.
  3. Click on "Show unknown settings from NVIDIA predefined profiles".
  4. Find option "ASYNC10_ENABLE" (Under "8 - Extra" section).
  5. Set it to "0x53850673 OFF - Disable dual core optimizations".
  6. Click on "Apply changes"
This should allow the "Decals" option to be enabled without crashes.
Significantly impacts performance, recommended only on faster machines.
