Apparently its the game not being compatible with modern intel i7 and i9 family of processors. OpenSSL has to be disabled for this game only as game should be patched to use Unreal Engine >= 4.22. As this will porbably will not be performed, use this fix.
- Go to the base game folder (usually \SteamLibrary\steamapps\common\Call of Cthulhu\).
- Create new empty file
CallOfCthulhu.bat (it can be created with Notepad).
- Copy the following:
set OPENSSL_ia32cap=:~0x20000000
CallOfCthulhu.exe
- Go to Steam launch parameters and enter using quotes (") and changing ..\ to the game's folder as above
"..\SteamLibrary\steamapps\common\Call of Cthulhu\CallOfCthulhu.bat" %command%
- Note: Now, every time the game is launched a dos prompt should appear with the two lines being executed, and the game should then launch without crashing (and this way the env variable will be set only for the execution of this single game and not for the entire system).
- Note: This will work unless additional parameters need to be passed to the batch. If necessary, the batch will have to be modified accordingly to receive and use additional parameters.

Cutscene Audio Too Quiet
Disable surround sound effects[3]
|
- Cutscenes appear to output in stereo exclusively, even though in-engine gameplay works with 5.1 surround, resulting in immensely quiet cutscenes even when audio options are turned up.
- Disabling any surround sound features is recommended. For example, switch the audio source in Windows from THX Spatial Audio to the generic speakers.
