Use dgVoodoo 2[2]

Intro video not being rendered

If the title screen is left idle for long enough, the intro video plays, but only sound can be heard, the video itself is not rendered. This happens because of the Indeo codec which is not included in the newest versions of Windows.
See Troubleshooting guide.
Using dgVoodoo 2 will not render the intro video, as Virtua Cop uses GDI for the intro video instead of DirectX.
Use DDrawCompat to render the intro video at the cost of not being compatible with dgVoodoo 2's graphical options.
