Unreal Editor
Unreal Editor is the official modding program for the Unreal 2 engine. It is used to create professional levels and full scale conversions for the game.
Version 3 of the editor comes bundled with all versions of Unreal 2.
It can be found in the Systems folder in the game's main directory.
