Why does this page exist? The so called (2011) version, and the version on steam(Which belongs to Dreamcast Collection) are the same game...

Dreamcast collection version, is the version on steam. Game is locked to an internal 640x480 no matter the resolution you set.

The series box is a huge mess, but I have no idea why it was setup this way.

Actually no. If you buy dreamcast collection from retail in disc form or some retailer using their own downloader you will get original Dreamcast Collection version which is named version (2011) as it differs from original 2003 version, released in 2003 (dah!)

Now they updated Steam version of all dreamcast collection games (here's sonics update post), but there's no patch for retail version and no information will the updates reach DRM-free versions on other digital stores. Sonic is still 4:3 but it's definitly larger internal resolution than 640x480. They also updated much more stuff including much better settings and full controller support, also Space Channel 5 now works without double speedup out of the box.

I know the seriesbox is now huge mess especially on Sonics page where there are two of them but I simply don't know how else to do it as now games have two versions where other ones still needs fixes and other ones updated and needing other kind of fixes. They say it's simply patch but because it's so huge patch there still needs to be old articles for those without updates. If they decide to patch other versions it's simple to merge articles, but for now.... :\

I need to re-download the game and then re-test for things that were specific to the old DC version now!~

Also: I did end up testing, game does run at native resolution now. Just 4:3, can force AA as long as you are using a 4:3 resolution. Can use TV/GPU scaling to pillarbox

I also did contact Sega Europe support about patching other than steam versions, first response was stating that update is for Steam and asking did I play those games on Steam. After responsing positively and saying I simply wanted information about it answer was redirecting question to right department - and that was 2nd of october...
