Vertical sync (Vsync)
Vsync is disabled by default but doesn't work when enabled.
Turns out you have to turn it on, and then quit the game with the "Quit" button on the Main Menu and NOT Alt-F4. Restart the game and now it's working as intended.
It is also worth noting at least for Nvidia users that you shouldn't force Vsync from NVCP or Nvidia Inspector. Even with the in game Vsync enabled. As for whatever reason it creates a small stutter every so many frames, even with 1/2 Refresh on a 60hz monitor.
