To enable the console:

Open the config.ini file in %USERPROFILE%\Documents\US2.
Add the line bindc +DIK_GRAVE (console_showhide) at the end.
Save, close and make the file read-only.

This might sometimes mess up the resolution or brightness settings, which then have to be adjusted again.
