You can extract the installer with UniExtract. You'll have to extract one of the CAB files though instead of setup.exe.

The multiplayer for previous game, Rainbow Six: Vegas, is shut down. Rainbow Six: Vegas 2 is fine for the time being.

Ubisoft has a list of all their games which are no longer supported online-wise here. If the game is not on the list (and it does not precede any game that is on the list), then it still has official online multiplayer support.
