Addign these lines to GamerSettings.ini is useless. It doesn't do anything.
What you have to do is get Mass Effect 2 Coalesced Compiler
then open BIOInput.ini and edit these lines to these
[Engine.PlayerInput]
bEnableMouseSmoothing=false
MouseSensitivity=0.15
[SFXGame.BioPlayerInput]
bUseMouseDampening=false
lastly open BIOUI.ini
[SFXGame.BioSFHandler_PCConversation]
AccumulationDivisor=600.0f
Then open ME2CC.exe and click on Compile coalesced.ini

Mhh no.

I did test that myself and it worked. And it doesn't require extra fancy tools (which btw we are already mentioning)

Are you using latest patch?

Yes I use fully updated Origin version. It doesn't work.
