  3. Change MaxFPS= to desired value.

Notes

After this any changes from in game options will default value to MaxFPS=0, which then activates frame rate smoothing with value of 62, essentially capping the game at 62 FPS until value is corrected.
If for some reason this doesn't seem to work or completely disabling the caps, disable frame rate smoothing in the Engine.ini.[3]
