From PCGamingWiki, the wiki about fixing PC games
(Added section on mouse issues and workarounds. Removed conjecture on unavailability of raw mouse input. No evidence to support claim game does not use the WM_INPUT. Non-effect of Windows pointer speed on in-game sensitivity suggests game uses WM_INPUT.)
(Specified mouse clamping behavior as negative acceleration.)

Mouse issues and workarounds

Framerate-dependent mouse sensitivity

Mouse sensitivity varies with framerate. The relationship between the two is inversely proportional, e.g. mouse sensitivity at 60 FPS is half of what it is at 30 FPS. This issue can be worked around by limiting framerate with VSync or by using external tools like RivaTuner Statistics Server.

Mouse speed clamp

Mouse speed appears to be clamped at some number of counts-per-frame. g_mouseClamp cvar affects this behavior but it is unclear to what extent. It doesn't appear to be possible to eliminate this behavior by adjusting g_mouseClamp. This issue can be worked around by lowering mouse CPI (raising in-game mouse sensitivity in turn) and raising framerate.
