HTML titles have accessibility problems (the text is inaccessible to users browsing with the keyboard, touch, or a screen reader) so it's best to avoid providing useful information in this manner.
This sort of situation can often be resolved by rewording, e.g. "GoldSrc's arbitrary 99.5 FPS limit (output as 100 FPS)". Explanations that aren't suitable as part of the main text could be provided as a footnote instead using the ref tag.
Speaking of which, it wouldn't be bad if we could have references linking working like Wikipedia.
