The 16 bit game runs on Windows x64 from the extracted game folder using otvdmw, but it runs too fast on a C2D E8400.
Tried Dxwnd to open otvdmw, then poly exe, view, slider, but still runs too fast.

Quite a lot of 90's PC games tried to tie gameplay speed to the framerate, and in some cases even to the CPU clock, making them pretty much unplayable sometimes less than 2 years after they were released. So I understand your saddened feelings about the matter.
You could potentially try Nvidia Control Panel's per-game framerate limiter, but using it for OTVDMW games is mostly untested territory.
