Once borderless fullscreen windowed is added properly we should probably mention that that would likely be the preferable way of showing the game while using Battlelog simultaneously.

Yes, borderless would be the ideal explanation once it's working (unless they implement second monitor support in-game for this in the the final version which isn't likely).
I don't have the beta to test but is it possible to put the browser window on the correct monitor ahead of time, or does that make the game then start on that monitor? If it can be moved before launching that would be the better way of wording the solution.
Both in the beta and now the full game the window with Battlelog open can be placed anywhere. Battlefield 4 will always open on the primary (typically first) monitor.

What about during Twitch Streaming, the third monitor is used for looking up chat and notifications on OBS, isn't that right?
Battlelog is just a regular browser window. The game has no direct control over it. It can be positioned and resized however you want it.
