The location of configuration files can be overridden by creating sierra.ini in %windir%. Within this file, you can specify the location of configuration files:

In theory, it's possible to have a separate path for every user on the computer, by creating a registry key (described here) like this (reboot required):

Using this, each user could specify their own path by creating a value under

Unfortunately, there does not appear to be an easy way to automate this (like using %APPDATA%) such that each user doesn't have to manually create this key.
