Issues fixed
Gamepad not recognized
Go to regedit, press F3 search OEMNAME and replace your joystick name to "XBOX 360 Controller for Windows" without quotes.
Stuttering
To address this issue, you'll need to do the following:
1. Right-click "My Computer" and choose "Manage". 2. From there, go to "Device Manager" and in the new window double-click "Human Interface Devices". 3. Now right-click and disable only the "HID-compliant device" entries. If this doesn't work (after testing how your game works), disable the "HID-compliant consumer control device" entries.
After you've done this your keyboard and mouse SHOULD still work but the extra features associated with them won't work.
NOTE: When you've finished this game and don't want to play it anymore, simply reverse the changes and re-enable those entries in Device Manager as most other games are not affected by this issue.
