Vertical sync (Vsync)

The options are: "30 FPS", "60 FPS", "Don't Sync".
Despite their names "30 FPS" actually means halving frame rate, "60 FPS" means regular vsync and "Don't sync" means disabling vsync. What this means is that with 144Hz monitor "30 FPS" option actually halves frame rate to 72 FPS and "60 FPS" correctly vsyncs it to 144 FPS.
