It's loading screen of part II, chapter 2 level. Maybe the file is really missing. Copy this data folder to Max Payne folder. It contains the missing file (although it's English loading screen). You can also extract your Japanese file manually to check if it's really corrupted, or just recompress it back to jpg again if it's some file decoding/encoding problem. Just extract x_japanese.ras file and go to the location from the error.
