Unlike other fixes described here, the one to fix issues like engine noises isn't well described. And after giving it a try all I get is application load errors with a Steam error box. Is there a better method to fix the sound quality for this?

Hello friend. I'll gladly look forward to help you since it's mine annotation. Feel free to ask for everything.
The fix wasn't tested on Steam, but on retail version so I cannot check the problem myself.
I need to inform though, that DSOAL wrapper was recently reported as being incompatible with the newest Windows 10 builds (from 1903 or even 18xx I afraid). Latest working build which I can confirm is 1709.
Now, you can check out the newest build of IndirectSound, or test out some of the older versions.
Alternatively you can also use Alchemy for All: https://forums.thedarkmod.com/index.php?/topic/18249-tutorial-how-to-setup-eax-for-tdm-on-any-soundcard/ if you don't have Creative sound card.
In case of some doubts, check out this page. It has more detailed information about DirectSound wrappers: https://www.pcgamingwiki.com/wiki/Glossary:Sound_card#Restore_legacy_audio_effects_on_newer_OS
Hey it looks like that IndirectSound seems to help the music balance but I don't notice anything for the engine noises. Definitely better than it was before without IndirectSound though. Oddly enough with Windows and IndirectSound being set for stereo (and my speakers being stereo as well) the game's music seems to be more audible with 5.1 surround set in the game options instead of stereo. I'm unsure why that is though.
