because all Unreal Engine 1 games has the same issues, like the audio optimization from the mobile forces page. You do the same for UT99.

Many Unreal 3 games have issue where frame rate smoothing is enabled, making all high frame rate fixes identical for almost all games using it. I have general fix on pages with link to Unreal 3 engine article for more in depth detail and copy-paste ready fix for game pages.

I would assume something similar is good to use here if it indeed is the case for all or most games using the engine.
