As it's Unreal 4, can someone try creating an Engine.ini in the appdata config folder and putting in:
[SystemSettings] r.MotionBlur.Amount=0 r.MotionBlur.Max=0 r.MotionBlur.Scale=0 r.MotionBlurQuality=0 r.MotionBlurSeparable=0 r.DefaultFeature.MotionBlur=0
I've just started the game and I'm not sensitive enough to it to notice if there's a difference.
