I now see this is also already stated in the note on PCGW: https://www.pcgamingwiki.com/wiki/Grand_Theft_Auto_IV#Use_over_2_GB_of_RAM "The game will only use up to 2 GB of RAM by default" So, likely only needed when using wrappers or extensive mods.
