GB, not GiB. The game couldn't use more than 4 GB of RAM even if it recognizes values higher than 409600 in that file, since it is a 32-bit application. It does not matter if the game is up to date; I have checked the vanilla stream.ini file in the Complete Edition version of the game on Steam and the file comes with the values set to 204800.
