So you admit that the game is fully playable at 60fps then? Limit Adjuster is just one of the methods to cap the frame rate if the in-game limit isn't set to OFF. You can easily do it with RivaTuner Statistics Server, for example, but since it's a third party application it's better to use the mod.

That's exactly what I've been saying all this time. Some bugs are still present but they are negligible for the most part at least in the case of Vice City. I won't leave the page incomplete for another day, if you don't mind.
