Go to the following directory: 

 XP: C:\DocumentsandSettings\(username)\AppData\Roaming\Command & Conquer 3 Tiberium Wars\Profiles\(username)\

 Vista/Win7: C:\Users\(username)\AppData\Roaming\Command & Conquer 3 Tiberium Wars\Profiles\(username)\

Open Options.ini and locate 

 IdealStaticGameLOD =

Change the value after the equal sign to either Medium, High or UltraHigh. Possible values are UltraHigh, High, Medium, Low or VeryLow.
