Debugger error on Windows 10 Build 10041

Using the Uplay client or games on Windows 10 Build 10041 may show this error: "A debugger has been found running in your system. Please, unload it from memory and restart your program."[1][2]
The currently suggested workaround is to reinstall the Uplay client and set run Uplay to run as an administrator (some users are reporting that this does not work).
