Windowed mode is natively supported in the options. It can also be changed through the settings file:[1]

Registry.xmlusing Notepad. - Change
<Fullscreen>True</Fullscreen>to<Fullscreen>False</Fullscreen> - Save your changes.
Borderless Fullscreen Windowed
De-select "Fullscreen" in the ingame options and add "-popupwindow" as Steam launch parameter to enable borderless fullscreen.
