If you want to disable controller support (that includes vibration) edit the C:\Users\%USERNAME%\Documents\My Games\RedOrchestra2\ROGame\Config\ROEngine.ini
file and find the following line under [WinDrv.WindowsClient]
section:
AllowJoystickInput=1
and change it to:
AllowJoystickInput=0
