Failed to find Steam
This issue is common with the Steam version of the game, with the error window appearing when attempting to launch either Rome: Total War or the expansion Barbarian Invasion. To fix this, exit Steam and navigate to:
...\Program Files (x86)\Steam\
Locate the file ClientRegistry.blob
and delete it, before relaunching Steam. Steam will then update before launching and the game should run. Note however this is not a permanent fix, and you may need to do this every time you load up the game. This also deletes your application-specific settings so try out the other fix first.
A less problematic fix that works for some people is disabling the steam community for this game.
To do this, go to your games library, right-click 'Rome: Total War Gold Edition', Select 'Properties' and uncheck 'Enable Steam Community In-Game'.
This fix is less problematic since your settings are in the ClientRegistry.blob file, and deleting it will result in those settings being lost.
Windowed mode
Execute the game with the command line parameter -ne.
