Spec Ops: The Line has encrypted configuration files.
Availability
Encrypted Configuration Files
The game's configuration files are encrypted. User Rick from the XeNTaX forums has developed a utility which can decrypt the file, allow it to be edited, and then re-encrypt the file so that Spec Ops: The Line can read it. The relevant post is on XeNTaX forum, where there is a direct link to the decrypter file download from Rick's own web hosting.[1][2][3]
The configuration files used by the game are stored in the folder "...\My Games\SpecOps-TheLine\SRGame\Config". The file names all start with "SR...".
To edit one of the files:
- right-click the encrypted file and choose "open with"
Gibbed.SpecOpsTheLine.IniDecrypt.exe
- edit the now unencrypted file using Notepad and save
- right-click the file and choose "open with"
Gibbed.SpecOpsTheLine.IniEncrypt.exe
- to prevent the game from overwriting any changes you made right-click the file, select properties and enable write-protection (note that this might prevent the game from saving changes you made in the in-game options menus)
Note: It is always recommended that you make backups of the original files before editing them manually.
Performance Issues
If having performance issues after the initial launch, delete the "SpecOps-TheLine" folder found in "My Documents\My Games" before launching. This will not delete your save, however you will have to reconfigure your settings.

Users have reported crashing, low framerates. [4] AMD users have experienced the game crashing on launch, with the message, "c:\depot\PC\UnrealEngine3\Development\Src\D3D9Drv\Src\D3D9Device.cpp:718 with error D3DERR_INVALIDCALL" [5], rendering the game unplayable.
Laptop Issues
Laptops with both integrated (onboard) graphics and discrete graphics may have a tendency to run Spec Ops: The Line on integrated graphics, resulting in markedly poor performance, even on lowest settings. (This problem seems very acute on the Alienware series of laptops.) To fix the issue, go to the Nvidia/AMD control panel and set the application to run on discrete graphics.

Mouse Speed
Mouse speed adjustment in the menu does not always work properly.[6]
In the single player campaign mode changing the mouse speed during gameplay can cause the mouse speed to become extremly high regardless of the value it was set to. It is recommended to set the mouse speed from the options menu before starting gameplay to avoid this issue.
In multiplayer mode the mouse speed sometimes is at an extremely high level regardless of the setting. Contrary to single player mode, setting the value in the options menu before starting a game does not necessarily prevent this problem.
