My logic previously was also flawed btw: FSR 2.0 should be supported as an optional plugin since UE4 4.26.1 (https://www.unrealengine.com/marketplace/en-US/product/fidelityfx-super-resolution-2) and the game uses UE4 4.25.1. So, the FSR 2 plugin is most likely even not compatible with the UE4 version the game uses. So, probably why they didn't implement FSR 2. Sorry, noted it down the other way around because I was a bit distracted while I was typing it...
