Per per the [[https://www.pcgamingwiki.com/wiki/PCGamingWiki:Editing_guide/Input|editing guide]] a true value is only used when a game supports the DS4 natively without the need for Steam Input or any other wrapper (Such as DS4Windows). In those cases the values should be set either to false, or hackable and list the way to use the controller in the notes field.
