From what I know, it's 1.7.0.4 as well as Steam version. Every digital copy got this update.
GOG version still be 1.7.0.3 from 2017, after 6 month. Which is easily checked by links provided in article. additionally there is thread about it on gog http://www.gog.com/forum/fallout_series/recent_fallout_3_update_by_microsoft
