So, I've played a bit with Quantum of Solace. Having known that the game is based on modified COD's 4 engine, I was expecting framerate cap to be somewhere there. I found it, but my lacks of proper programming skills delayed me coming with a proper tool. Well, I after couple of hours, I was able to come up with one anyway. You can download it in here. However, keep in mind - since the game isn't publicly available anymore (basically kinda an abandonware), I've made it to work with a cracked retail version.
