Because problem is that vsync is actually capping the frame rate, without it everythings fine, at least according to article and TBs statement.
Definitly sounds super weird as 62 is default smoothing value in unreal like expack3 said. Keith, did you also look that game doesn't overwrite values on launch back to default and that you changed them in right file?
