Also, I also stumbled into that pesky 60-to-100 friends bug and my suggested (and added) fix is to block the .exe in Win's Firewall. Easy, painless, but no Leaderboards or Career Records. IMO it's a much better option than using Steam offline or worse, add/delete friends. Permission to nuke from orbit?
