Have you installed any patches or modifications to the game? The article states that the original 2005 retail release doesn't support controller vibration (I haven't personally verified this claim).

which I downloaded version 1.0.1 then I installed the downgrader so the version became 1.0, widescreen fixed and ginput too

I've just checked, in GInputSA.ini, there's a setting called Vibration=1, change to 0 to disable controller vibration
