Option 1 - Full reinstallation[1]
  1. uninstall Zero Hour
  2. uninstall Generals
  3. reboot
  4. install Generals
  5. patch Generals
  6. install Zero Hour
  7. patch Zero Hour
  8. run a registry cleaner such as CCleaner.
Option 2 - Run as administrator

Right-click on generals.exe and run as Service Pack 2 compatibility, run as administrator and reboot.
