To fix this start the game and alt tab to the desktop when the game initially opens, start the task manager and select processes. Select gta-sa.exe right click and select set affinity then uncheck all boxes except CPU 0, this will run the game one one core but the mouse will be unaffected then go back to the open game. *NOTE-This process must be repeated every time the game is initiated.
