How did you confirm http://download.xbox.com/content/585207d1/tu10177600_35005c00.cab contains 3.5.95.0 ? I've run XLiveUpdate.msi repeatedly but all it installs is 3.5.92.0 for me. A check on C:\Windows\SysWOW64\xlive.dll confirms the version number as well.
