When uninstalling the game, the same problem pops up, but the fix above will not work.
Run an uninstaller program

An example is Wise Program Uninstaller. In that case, open that, find FlatOut Ultimate Carnage in the list and select Safe Uninstall. Afterwards, the uninstaller attempts to remove related files and registries.

Game does not start after install
Juddery motion despite having a consistent frame rate
Use either 50 Hz or 100 Hz if the monitor is capable. If using G-Sync/FreeSync, use a third-party tool to cap the frame rate at 50 FPS or leave it uncapped for 100 FPS. Only leave it uncapped if the PC is capable of delivering 100 FPS consistently.

'Could not obtain native display resolution' error when using multiple monitors
Disconnect all secondary monitors and launch the game once. Close the game and reconnect monitors, all subsequent launches should work fine.

- Confirmed by a user whom has purchased the game through the Publisher website. They provide three bin files containing game data, and a setup exe file that installs those bin files, as well as an outdated version of the GFWL redistributable that's required for the game to launch. No sign of an online key.
