The recent change is interesting. So far it was set to true, because an official localisation exists and ships with a version of the game, namely a retailversion. Now it could also be set to hackable with fan=<blank> , because a fan localisation is not available, however an official localisation is available in some form and can be hacked (aka modded) into the game.

Hackable could apply to instances language files were left in the game, but never officially enabled or activated. I'm not aware of any setting to use Raiden V's Japanese voice track on PC.
