The shortest reason why is Running With Scissors didn't have money at the time, so they farmed it out to a Russian developer. Then the 2010's Russian economy crashed. A pre-Alpha was made by a Russian skeleton crew of another 3rd party developer that had very little experience in game design\programming. P3 is what we got. Running With Scissors is embarrassed this ever came out and feels sorry for anyone that played it. Their new Postal 2 DLC, Paradise Lost, is an apology and attempt to recoup some trust and money P3 lost.
