Always starts in low resolution

Use LI2 Mod Manager[5]
  1. Install LI2 Mod Manager.
  2. Check Use custom resolution.
  3. Enter your desired resolution into the Custom Resolution field.
  4. Press Apply.

Notes

This removes all resolution options other than the one you've entered but also starts the game in that resolution.
