The four save files exist at all times, even on a fresh installation, in the installation folder. Changes made to any of these four "new game" files (i.e., any progress whatsoever) will cause them to register as corrupt on a validation scan, and Steam will re-download and overwrite them with blank save files in an attempt to "repair" them. Making regular backups is strongly recommended.
