Issues fixed

Blurry Visuals/Low Resolution

Disable Resolution Scaling[2] setting in the "GRAPHICS" menu, and turn up the "FOVEATED QUALITY"[3]
It is possible to also turn up the render percentage in SteamVR using OpenVR Advanced Settings.

Framerate Fluctuations

Update Graphics Card Drivers[4]
As of the time of Cyberpilot's release, NVIDIA pushed driver update "431.60", which supports the game. Of course, it's best practice to update to the latest GPU drivers.[5]

Framerate caps at 60 FPS on a 90 Hz (or higher) HMD

Force disable Vertical Sync (VSync) using GPU Control Panel[6]
