Keep original voices with your desired language[1]
Choosing anything other than english through the in-game settings results in muted voices, forcing the player to download and use their respective language voice packages through Steam.
This method serves to keep the original voice-overs from the game whilst changing the interface and the subtitle language to the player's chosen language.
  1. Go to <path-to-game>\voices\english\.
  2. Copy all files inside the english folder.
  3. Inside the voices folder create a new folder named after your chosen language in-game. E.G: <path-to-game>\voices\spanish\.
  4. Inside the new folder you've just created paste the files copied from <path-to-game>\voices\english\.
Make sure the language set through Steam for the game is in english.
In order to change the interface & subtitle language, make sure to also have the in-game language setting, set to your chosen language.
