The instructions state you need a spefefic version of REframework but then proceeds to link to 3 different versions of REframework. That's pretty confusing.

I just did a complete overhaul of this section. It was a bit tricky, because the version of REF compatible with upscaling that was linked was very out of date, to the point where it is now incompatible with other mods that rely on it. So the instructions are now longer but no longer rely on the use of an outside guide from Steam, with only one link per each individual file you need and how to install those files.
