There are no visible HDR when running it on a HDR display with HDR enabled in Windows. Also the HDR setting in GameUserSettings.ini is set to false: "bUseHDRDisplayOutput=False"

There are no visible HDR when running it on a HDR display with HDR enabled in Windows. Also the HDR setting in GameUserSettings.ini is set to false: "bUseHDRDisplayOutput=False". Changing it to True just resets back to False when you start the game and quit it.
  
 
So I would suggest changing that to "False" and provide the usual link to options available in such cases in UE4
